All services are restored and healthy

Google Cloud Platform (GCP) has resolved the incident impacting VM provisioning.
We have observed recovery in our internal metrics, and track start-up times have returned to normal.
The issue is now considered resolved on our side as well.

Thank you for your patience while we monitored and mitigated the impact.

We have reallocated older unused accounts into the general pool which has freed up significant amount capacity.

We are comfortable with the amount of capacity that we now have and are thus closing this incident. We continue to work with AWS to extend this quota further for future use. We are also closely monitoring the amount of available AWS accounts that we can allocate.

The issue affecting sandbox creation with VMs or containers in the us-central1 region has been resolved. All services are now operating normally.
